Wrap-around (3-sided) deck stairs use the same riser arithmetic as any flight: riser count = total rise / 7.5 rounded, exact riser = rise / count.

The jack stringers perpendicular to each deck face are standard: sqrt(rise squared + run squared). The hip stringers at each corner run at 45 degrees, so each step advances tread x sqrt(2) horizontally - about 14.14 inches of run per 10 inch tread - making the hips noticeably longer than the jacks for the same rise.

Why are hip stringers longer than jack stringers?

The hip runs diagonally across the corner at 45 degrees in plan, so for every step it must travel the tread depth in both directions at once - a horizontal run of tread x sqrt(2), about 14-1/8 inches per 10 inch tread. Same rise, longer run, longer hypotenuse. On a 3-riser corner stair with 10 inch treads (total run 30 inches, total rise 21.6 inches at 7.2 inch risers), jacks run about 37 inches while the hip needs sqrt((30 x 1.414)^2 + 21.6^2), roughly 47-1/2 inches of stock.

Do deck stairs have to meet the same code as interior stairs?

Yes - under the IRC, exterior stairs follow the same limits: risers 7-3/4 inches max, treads 10 inches min, 3/8 inch max variance, and guards where the deck surface is more than 30 inches above grade.
